Re-opening of the GCB Online Portal for Applications

The Curaçao Gaming Control Board (GCB) has announced the reopening of the GCB online portal on 15th July 2024 at 00:01 Curaçao time. The portal will accept applications under the current NOOGH legislation for B2C, B2B2C, and B2B operators. Priority will be given to applications submitted before the 30th April deadline, but new applications will also be accepted.

Portal and Procedure Changes:

  1. Portal Administration: An Official Representative of the Curaçao entity must open an account on the portal and can assign roles such as Portal User or Licensee Account to other individuals. An Authorisation Letter is no longer required, however due diligence on these users may be conducted by the GCB.
  2. Registration of ‘Qualifying Persons’ updates: Additional information is required for the registration of ‘Qualifying Persons’ to issue a Personal Account Number (PAN).
  3. Documentation and Application Process: Real-time checklists on the portal will help clarify outstanding documentation needed for licensing. Applicants should regularly check and upload documents directly on the portal for efficiency.

Master Licence Expiry: The GCB reminded users that Master Licences will not be renewed after their expiration dates, ranging from August 2024 to January 2025. If the LOK is enacted before these dates, the Master Licences will end automatically.

Certificate of Operation: Sublicensees without a direct licence when their Master Licence expires will be offered a temporary “Certificate of Operation” if their application is in progress. Fully completed applications on the portal will be processed diligently to ensure timely issuance of direct licences.

Domain Management: The portal’s User Manual details procedures for adding, removing, and transferring domains. Domains must be verified by the GCB after submission of proof of domain ownership and relevant documentation. Domains associated with an application company but not under a listed Master Licence can be added and will receive an Orange Digital Seal
